How do I remove the platter off my record player?

I have a 1987 Yorx record player and it hasn't worked in about 10 years. At least the record player doesn't. It also has two tape decks and radio. Anywho, we're pretty sure that the belt is broken or worn out because the needle/stylus works fine and there's a humming, but the record won't spin. But, I can't figure out how to get the platter off in order to get to the belt. The center metal piece which I thought would come off is all rusty..

Not turning is a common problem with older players. The lubricants have turned to gum, which prevents the table from turning.

There is a "C" shaped washer where the spindel meets the platter. It looks just like a regular washer, but is cut, and can be slid off of the spindel shaft at the base.
Get a small stiff brush ( hobby shop), and work at removing as much rust as you can.
You will need a special tool to gently pry the "C" just a bit, so that it will slid off. It is easy to loose this small piece, as it may fly away like a spring ( it is made of very strong spring like metal). You can always buy another at any hardware store, or home depot.
I usually just push on the open end with a screw driver, which causes it to slide off the shaft just a bit, then the back side of the washer is exposed on the opposite side, and a gap appears between the washer and the spindel. You can use a very small jewelers screw driver to slowly pry the washer out.
You mention that it is rusty, so you probably want to go buy a replacement anyway. Bring the old one.
The platter should then slide up over the spindel.

You will find, that the original organic oil (Whale oil) used to lubricate the shaft has turned to stickey gum. This may prevent the platter from sliding up at first.
Use some rubbing alcohol and some q-tips to clean the goo from the other washers, and platter. Be sure to get it all off.
Re-lubricate the spindel with some light silicon based grease or oil found in hobby shops, gun shops etc.
Dont get any on the belt.

Navel Jelly will disolve rust. You could get some at an automotive store or see if a mechanic friend has some in there garrage, and rub the location with a Q-tip.
After a few minutes, the rust should be gone.
After you get the platter off, you will need to throughly clean the affected area due to the strong chemicals used.
Only use Navel Jelly is a last resort, and you only need a drop. I think you will find that the rust will brush off sufficiently without any chemicals.
